Joyce was born on March 17, 1927, to George R. Julian and Ruth (Kay) Julian at Maiden Rock, Wis. Her father and paternal grandfather owned and operated a general store in Maiden Rock, a small village located on the western edge of the state on the Mississippi River. She attended elementary and high school in the village. Following graduation from high school, she attended the University of Wisconsin at River Falls, majoring in secondary education, and graduating in 1948. She was instrumental in assisting the district to expand these services and to comply with the new federal law for the education of the handicapped. Subsequently, she was promoted to the position of director of special education - a position that she held until her retirement in 1989. During retirement, she became an active volunteer with the AARP organization serving on its health advocacy program, legislative committee, women's issues, long-term care action team, and prescription drug task force. Other organizations in which she was active include the League of Women Voters, the Bozeman Artists organization, AARP Chapter 44, Retired Educators Association, and the Paper Dolls book club. She was also an active member of Pilgrim Congregational Church. She enjoyed traveling and attending Elderhostel programs. She was preceded in death by both of her parents.
